Industrial pretreatment regulations require industrial users that discharge wastewater to Publicly Owned Treatment Works (POTW) to adhere to certain standards regarding pollutants. The Clean Water Act mandates that industrial wastewater discharge be regulated by the National Pretreatment Standards. These standards forbid the discharge of pollutants that will cause violation of the POTW discharge permit, inhibit or disrupt the POTW treatment or limit sludge treatment and disposal. Bell Engineering is equipped with a knowledgeable staff that can help you with the development, implementation and monitoring of an industrial pretreatment program, many times covering the cost of the program through industrial user fees. Program management and administration services include conducting annual surveys of permitted industrial users, surveying prospective industries for inclusion in the industrial pretreatment program, reviewing, writing and reissuing permit applications, establishing compliance and monitoring schedules, monitoring analytical results, preparing monthly reports and maintaining files on potential and permitted industrial users.

In order to ensure the program is successful, a variety of services are involved in monitoring permitted industrial pretreatment users. These services include conducting routine and compliance inspections of permitted users, determining violations of sewer user ordinances, issuing Notices of Violations and meeting with permitted users as necessary to resolve problems.
In order to maintain compliance and program effectiveness, permitted industrial users require testing to identify potential pollutants and monitor pollutant levels. Bell Engineering will gather, pick-up, deliver and preserve composite and grab samples. We will also arrange to have analytical testing performed and evaluate and report testing results.
